Resolved Question: Is there a interface for Linux that is text based, but allows windows to be opened up?

I have seen people that have linux on their computers (gentoo, I believe) and they control it through the command line. The OS is text based, but when they can run programs that open up in windows (like the internet, or a word processor). What UI is this? I only know about GUIs like KDE and GNOME.
